The road goes near-vertical before ending at a spring-loaded heavy-duty bumper, similar to the bumpers on dead-end tracks in rail yards, etc. Since the road curves sharply, centrifical force might be sufficient to keep a speeding car on the road even at such a steep incline, in which case the bumper serves to eject the vehicle into the water.
